親愛的西藏朋友，尊敬的那木加區珠代表，北美華人聯絡官慈誠嘉措先生：
        
    時間過得很快，六年前，我們歡迎過老朋友邊巴次仁先生就任北美代表，而他今年四月，已經榮任西藏行政中央司政，說明美國是個風水好的地方。今天我們紀念尊 者達賴喇嘛獲得諾貝爾和平獎32周年，又迎來那木加區珠先生履新，我們熱烈歡迎和祝賀他，希望他一帆風順，成就非凡！
    近三十年來，海外漢藏兩大民族通過頻繁的接觸和交流，雙方加深了了解，建立了深厚的友誼。在此，我僅表達個人的兩點希望：
    第一，大約二十年前，在達賴喇嘛對我其中的一次接見中，我問尊者：您確信人會轉世嗎？他給了我肯定的回答。我就說：如果這樣，我來生希望能轉世成為一個西 藏人，跟著您一起爭取西藏的自由和獨立，記住在您轉世後兒時玩伴中，有一個人一定就是我。尊者握著我的手哈哈大笑！
    第二，如何對待西藏和台灣的態度是考驗一個民運人士的試金石。
中共政權給中國歷代王朝一樣，都會有生老病死的過程，這是自然規律，毫無疑問！我希望在未來中國民主化的一天，在第一次中國民主議會上，會有人提出，包括 可能是今天在座的朋友中，將會提出和通過「西藏自由法案」，那就是說西藏人民有自由選擇國家型態和生活方式的權利，中國政府不得干涉西藏獨立，中藏人民永 遠建立兄弟、朋友和鄰居的關係。
    這也是我的新年新希望，謝謝大家，扎西德勒！

My speech:

 Dear Tibetan friends, distinguished Namuja District Pearl Representative, Mr. Cicheng Gyatso, North American Chinese Liaison Officer:
 Time flies quickly. Six years ago, we welcomed our old friend Ben Ba Tsering as the representative of North America. In April of this year, he was appointed as the chief executive of the Central Administration of Tibet, which shows that the United States is a place with good feng shui.  Today we commemorate the 32nd anniversary of His Holiness the Dalai Lama's winning of the Nobel Peace Prize, and we welcome Mr. Namuja Ozhu to take up his new post. We warmly welcome and congratulate him, and we hope that he will be successful and achieve extraordinary achievements!
 In the past 30 years, the two major ethnic groups overseas, Han and Tibetan, have deepened their understanding and established a profound friendship through frequent contacts and exchanges.  Here, I only express two personal hopes:
 First, about twenty years ago, in one of the interviews with me by the Dalai Lama, I asked His Holiness: Are you sure that people will be reincarnated?  He gave me an affirmative answer.  I said: If so, I hope to be reincarnated as a Tibetan in my next life, and work with you to fight for Tibet’s freedom and independence. Remember that one of your childhood playmates must be me after you reincarnated.  The Venerable shook my hand and laughed!
 Second, how to treat Tibet and Taiwan is a touchstone for a pro-democracy activist.
 The Chinese Communist regime has the same process of birth, old age, sickness and death like the previous dynasties of China. This is a natural law, no doubt!  I hope that in the day when China is democratized in the future, at the first Chinese democratic parliament, someone will propose, including those who may be present here today, that the "Tibet Freedom Act" will be proposed and passed, which means that the Tibetan people have freedom.  The right to choose a country and lifestyle, the Chinese government must not interfere with Tibet's independence, and the Chinese and Tibetan people will always establish relations of brothers, friends and neighbors.
 This is also my new year and new hope, thank you all, Tashi Delek!
