在“709大抓捕”6个月之际，中国维权律师关注组、台湾声援中国人权律师网路共同发起一项连署活动，呼吁国际社会持续关注“709大抓捕”，敦 促中国政府尊重正当程式、恪守法治承诺，立即释放38名被违法扣押的维权律师及公民共同声明。
截至今日，全球总计106个民间团体共同签署了这份声明，其中包括35个香港和澳门团体， 38个台湾团体，以及33个其他国家和地区的团体。

呼吁国际社会持续关注“709大抓捕”，敦促中国政府尊重正当程序、恪守法治承诺，
立即释放38名被违法扣押的维权律师及公民共同声明
（2016年1月9日香港）中国政府去年7月9日凌晨起大规模抓捕维权律师及公民，迄今已整整6个月。目前仍有14位律师及22 位公民受到不同形式的羁押，包括秘密囚禁，甚至处于完全失踪状态；另有33位律师和公民被禁止出境。
中国维权律师关注组（关注组）、台湾声援中国人权律师网络特于今天联同全球106个民间团体再次发出声明，呼吁国际社会继续关注所有仍被关押人士的身心健康及安全。
对于当局严重侵犯律师及公民合法权利的违法行径，我们表示极度遗憾和严正谴责。
我们注意到，由去年7月至今，709案件被捕人士的辩护律师及家属一直多方奔走，力求在法律框架内寻求救济，但却不得要领。大部份被拘禁的人权律师及公民至今仍未获准会见辩护律师。
鉴于中国刑事诉讼法中规定的37日拘留及批捕期限早已过去，最长六个月的监视居住亦即将届满，我们谨在“709大抓捕”满6个月之际再次呼吁国际社会给予密切关注和大力支持，并敦促中国政府：
•尊重中国作为联合国的会员国及多项国际公约缔约国的身份，践履对国民作出的依法执政、依法治国承诺，遵守本国刑事诉讼法明定的一切正当程序，立即停止违法羁押，公开所有被秘密拘押人士的所在地，并确保其身心健康及安全。
•对于38名被违法扣押的维权律师与公民，若未于监视居住六个月届满时依法批捕，必须遵照本国刑事诉讼法之规定，立即恢复其人身自由。
•确保律师能正常履行职责，不受恫吓、妨碍或不当干涉；律师按照公认的专业职责、准则和道德规范所采取的任何行动，不应受到或被威胁受到起诉或行政、经济或其他制裁。
•对有滥权滥捕行为的执法人员及执法机关，依法予以调查追究及制裁。
背景
“709大抓捕”是维权律师自2003年出现以来遭遇的规模最大、涉及人数最多、持续时间最长、程度最严厉的打压。整整6个月内，全国至少24省 316名律师、律师助理、律所人员、维权人士及家属遭受影响，包括被传唤、强制谈话、限制出境、软禁、指定监视居住、刑事拘留、逮捕或失踪。
与2011年“茉莉花革命”期间相比， 709事件的打压手段更加多元而隐蔽。除借“指定居所监视居住”之名对维权律师及公民实施长达半年的秘密羁押外，亦利用“媒体审判”抹黑维权律师形象，以 “株连亲友”加大惩罚范围并散播恐惧，以“警示教育”阻吓其他律师效仿，借“屏蔽通讯”阻断各方连接和声援。
中国人权法治状况近年有恶化迹象，公民社会活动空间持续收窄。 2015年可谓是中国公民社会的寒冬之年。多家民间机构相继关闭，“维权律师”、“地下宗教”、“异见人士”、“网路领袖”、“弱势社群”遭大规模抓捕。
中国作为国际社会一员，无视人权法治的国际准则，公然违反践踏本国法律，是对习近平主席提出的依法治国承诺的持续嘲弄。
我们重申，律师是推进一国之法治、国民之人权不可或缺、弥足珍贵的理性力量。若律师都没有人权，法治和人权必将荡然无存。
