2025年3月11日,尊者发布新书《为无声者发声》。继《我的土地 我的人民》和《流亡中的自在》之后,这是他第三本自传类书籍,详细记录了自图博被中共非法占领以来,他在印度建立流亡政府及推动民主改革的历程,与中共的对话过程,对过去的反思与未来的展望,以及对华人的呼吁。

On March 11, 2025, His Holiness the Dalai Lama released his new book, Voice for the Voiceless. Following My Land and My People and Freedom in Exile, this is his third autobiographical work, providing a detailed account of his efforts in building the Tibetan government-in-exile in India and advancing democratic reforms after the Chinese Communist Party’s unlawful occupation of Tibet. The book also reflects on his dialogues with the Chinese government, his reflections on the past, his vision for the future, and his appeal to the Chinese people.

 

 

Although Tibetans have been resisting the Chinese Communist Party for 77 years, His Holiness emphasizes that this struggle should not lead to misunderstanding or hatred toward the Chinese people. He advocates that the Middle Way approach serves the best interests of both sides and asserts that the only viable solution to the Tibet-China issue is through open and sincere dialogue, achieving long-term stability through nonviolent means.

We have selected key quotes from each chapter in the hope that more people can understand His Holiness’s stance and that of the Tibetan people, break the information barrier from the CCP’s narratives, and bravely take part in the dialogue for reconciliation between Tibetans and Chinese.

 

 

引言 Introduction

虽然我们的目标仍然是找到一个双方都能接受的谈判解决方案,但这一目标最终需要藏人和汉人坐下来交谈……这样做既不是反华,也不是“分裂主义”。事实上,远非分裂,诚实和开放才是双方理解并包容彼此需求的唯一基础。只有当我们创造出一个双方都能自由发言和谈判的氛围时,才能达成持久的解决方案。

While our goal remains to find a mutually agreeable negotiated solution, that aim would require in the end that the Tibetans and the Chinese sit down together and talk… Doing so is neither anti-China nor “splittist”. Indeed, far from splitting, being honest and open is the only way to create the basis on which each side can understand and accommodate the needs of the other. Only when we have created an atmosphere where both sides can speak and negotiate freely can there be a lasting settlement. 

我经常抱怨中国共产党的领导人只有一张嘴来说话,却没有耳朵去倾听。 

I have often complained that the Chinese Communist leaders have only a mouth to speak but no ear to listen. 

逃离家园 Fleeing Home

The People's Liberation Army showed no restraint—bombing more towns and committing such atrocities that I found difficult to believe for their levels of depravity but were later confirmed by the International Commission of Jurists in 1959: forced sterilization, crucifixion, vivisection, disemboweling, dismemberment, beheading, burning, beating to death, burying alive, dragging people behind galloping horses, hanging them upside down, and other horrors. 

中国人民解放军毫无克制——轰炸更多的城镇,并犯下了让我难以置信的暴行,其残忍程度后来被1959年国际法学家委员会所证实:强制绝育、钉死架上、活体解剖、剖腹、肢解、斩首、焚烧、殴打致死、活埋、用奔跑的马匹拖拽、倒吊以及其他恐怖行为。

 

 

Early the next morning, as we were crossing the Chela Pass, one of the guides leading my horse told me that this was the last point from where we could still see the Potala Palace, with its striking white-and-red fortresslike structures covering the entire face of a rocky mountain overlooking Lhasa. He then helped turn my horse around so I could take a last glimpse. With a heavy heart, I said good-bye to Lhasa, Tibet’s capital city, where I had grown up since age four. I prayed that I would be able to return there one day.

地缘政治反思 A Geopolitical Reflection

我一再主张,基本人权绝对是普世的,因为它们关乎所有人类固有的对自由、平等和尊严的渴望,以及实现这些权利的权利。

I repeatedly argued that basic human rights are truly universal, for they pertain to the inherent nature of all human beings to yearn for freedom, equality, and dignity, and their right to achieve them. 

家园的毁灭,在流亡中的重生 Devastation at Home and Rebuilding in Exile

I assured my people that truth, justice, and courage would be our weapons and that we would eventually prevail in our struggle for freedom. 

我向我的人民保证,真相、正义和勇气将是我们的武器,最终,我们会在争取自由的斗争中取得胜利。

求助第四种避难 Reaching Out to Our Fourth Refuge

在某些时刻,尤其是涉及人类基本问题时,我们不能因权宜之计或私利而保持沉默。There are moments in time, especially in which fundamental issues of humanity are concerned, when one cannot remain silent out of expediency or self-interest. 

编辑注释:在中共与藏人流亡政府谈判的关键时期,尊者选择为参与“八九六四”的中国学生在国际社会发声,这一举动也导致谈判最终破裂。以上内容为尊者对其选择原因的解释。

Editor’s Note: At a critical juncture in negotiations between the Chinese government and the Tibetan government-in-exile, His Holiness chose to speak out internationally in support of the Chinese students involved in the Tiananmen Square protests of 1989. This decision contributed to the eventual breakdown of the talks. The above is His Holiness’s explanation for the reasoning behind his choice. 

助我应对苦难的实践经验 Practices I find Helpful in the Face of Suffering

I said that, especially from the perspective of our struggle for freedom, hatred of an entire people will be a weakness, not a strength. 

我说过,特别是从我们的自由斗争角度来看,仇恨整个民族将是我们的弱点,而不是力量。

Every morning when I get up, I remind myself I am just another human being, one among the billions on this earth. We are all the same, each and every one of us wishing to be happy and not wanting suffering. 

每天早晨醒来时,我都会提醒自己,我只是地球上数十亿人中的普通一员。我们都是一样的,每个人都希望幸福,不想遭受痛苦。

Unwittingly, what the Chinese state media have succeeded in creating is a generation of deeply resentful Tibetans, who will never forget their experience of overt racism.

不知不觉间,中国官方媒体所制造的,是一代深感愤怒的藏人,他们永远不会忘记自己被公开种族歧视的经历。

I emphasized again that our struggle is with the leadership of the People’s Republic of China, and not with the Chinese people. We should never cause misunderstanding or do something that would hurt the Chinese people… Concerned about the danger of rising enmity between Tibetans and Chinese, I also suggested to Tibetans living in different parts of the world to establish Sino-Tibetan Friendship Associations. Such associations could extend invitations to Chinese living in the same city to Tibetan festivals and celebrations and to share meals together. 

我再次强调,我们的斗争是针对中华人民共和国的领导层,而不是针对汉人。我们永远不应该造成误解或做出伤害汉人的事情……我担心藏汉敌意加剧的危险,因此建议居住在世界各地的藏人建立藏汉友谊协会。这些协会可以邀请居住在同一城市的汉人一起参加藏族节庆活动、共进晚餐,以增进理解。

反思现状 Taking Stock

Although there might have been at one point a genuine wish and desire to resolve the issue of Tibet through negotiation, there was neither the courage nor the necessary political will to do so on the part of Chinese leadership. It is my sincere hope that Beijing will find the necessary courage to resolve the long-standing issue of Tibet through peaceful means before it is too late. 

尽管曾有真正希望通过谈判解决图博问题的愿望,但中国领导层既没有足够的勇气,也没有必要的政治意愿来这样做。我真诚地希望,北京能在为时已晚之前,找到解决图博长期问题的勇气和和平方式。

给予我希望的事 What Gives Me Hope

If Chinese and Tibetans were to approach one another on the basis of equality and recognition of each other’s shared humanity, there would be no barriers for communication… I said that even when we meet to discuss some difficult problem, it is crucial for the two sides to first connect with each other at the human level. This is the level where we are all exactly the same. 

如果汉人与藏人能够在平等和相互承认彼此共同人性的基础上接触,就不会有交流的障碍……我说,即使我们要讨论一些棘手的问题,双方首先在人的层面上建立联系至关重要。在这个层面上,我们都是完全相同的。

Anyway, this kind of human-to-human contact between Chinese and Tibetans, at the personal level, should really be nurtured and enhanced. And on the part of the Tibetans, it is crucially important to remember that the Chinese people too have suffered under the oppressive rule of the Communist Party. We must also never forget that nations and countries belong to their peoples, not to their governments. No matter how enduring or powerful they might seem at any given time, governments will come and go, but the peoples will always remain. This is a simple truth.

无论如何,藏汉之间这种人与人之间的接触,在个人层面上确实应该得到培养和加强。而藏人必须铭记,汉人也曾在共产党的高压统治下遭受苦难。我们还必须永远记住,国家和民族属于人民,而不是政府。无论政府在某个时间点显得多么强大或持久,它们终将更替,但人民将永远存在。这是一个简单的真理。

On a few occasions, when individual Chinese from the mainland came to see me privately, some of them would weep in my presence and apologize for the sufferings the Tibetan people had experienced under the Communist Chinese rule. And they expressed their deep gratitude that what Beijing had done to the Tibetans had failed in planting seeds of hatred in Tibetans’ hearts for the Chinese people. 

有几次,当来自中国大陆的个别汉人私下来看我时,有些人在我面前哭泣,并为藏人在中共统治下所遭受的苦难而道歉。他们深深感激的是,北京对藏人的所作所为,并未在藏人心中种下对汉人的仇恨。

现状与未来道路 Situation Today and the Path Forward

All my life I have advocated for nonviolence. I have done my utmost to restrain the understandable impulses of frustrated Tibetans, both within and outside Tibet… If no resolution is found while I am alive, the Tibetan people, especially those inside Tibet, will blame the Chinese leadership and the Communist Party for its failure to reach a settlement with me; many Chinese too, especially Buddhists. 

我一生都在倡导非暴力。我尽最大努力遏制藏人内心合理的愤怒,无论是在图博境内还是境外……如果在我有生之年无法达成解决方案,藏人——尤其是仍在图博境内的藏人——将会指责中国领导层和共产党未能与我达成和解;许多汉人,尤其是佛教徒,也会有同样的看法。

 

 

In summing up my thoughts on the question of the reincarnation of the Dalai Lama in that 2011 official statement, I urged that unless the recognition of the next Dalai Lama is done through traditional Tibetan Buddhist methods, no acceptance should be given by the Tibetan people and Tibetan Buddhists across the world to a candidate chosen for political ends by anyone, including those in the People’s Republic of China. Now, since the purpose of a reincarnation is to carry on the work of the predecessor, the new Dalai Lama will be born in the free world so that the traditional mission of the Dalai Lama—that is, to be the voice for universal compassion, the spiritual leader of Tibetan Buddhism, and the symbol of Tibet embodying the aspirations of the Tibetan people—will continue. 

在2011年的官方声明中,我总结了自己对达赖喇嘛转世问题的看法。我强调,除非下一世达赖喇嘛的认定是通过传统的藏传佛教方式完成,否则全世界的藏人和藏传佛教徒都不应接受任何出于政治目的、由任何人(包括中华人民共和国政府)选定的候选人。既然转世的目的在于延续前世的事业,那么新一世达赖喇嘛将诞生于自由世界,以便继续达赖喇嘛的传统使命——成为普世慈悲的声音,藏传佛教的精神领袖,以及体现藏人愿望的图博象征。

致华人兄弟姐妹们 To Chinese brothers and sisters:

我呼吁你们敞开心扉,关注藏人正在经历的困境。华人与藏人共享大乘佛教的精神传统,并珍视对所有受苦众生的慈悲。我向你们保证,在我长期为藏人奋斗的历史中,我从未对中国人民怀有敌意。我始终敦促藏人不要因残暴政府以汉人的名义实施的不公正行为而生恨。我请求你们警惕任何试图通过国家宣传煽动藏汉敌意、破坏我们两族长久以来的友善、睦邻关系和友谊的行为。我恳请你们努力理解,图博的自由斗争不仅是正义的,而且并非反华的。请帮助我们以对话、理解和包容的精神,找到一个和平、持久的解决方案。多年来,许多华人学者和知识分子已经发声。我相信,许多了解图博、其文化和人民真相的华人,在能够自由表达时,也会站出来。保护图博,对整个中国来说也是至关重要的。我想与你们分享,对我以及世界上许多人而言,最令人遗憾的一件事是,中国令人惊叹的经济自由化并没有伴随着对人权和民主自由的尊重。

 

 

I appeal to you to open your hearts to the ongoing plight of the people of Tibet. The Chinese and Tibetan peoples share a common spiritual heritage in Mahayana Buddhism, and cherish compassion for all suffering beings. I assure you that through the long history of my struggle on behalf of the Tibetan people, I have never harbored enmity against the people of China. I have always urged Tibetans not to give in to hatred due to the injustices inflicted by a cruel government in the name of the Chinese people. I ask you to be vigilant against any attempts to promote racial hatred against the Tibetans, through state propaganda aimed at splitting the long history of good feeling, neighborliness, and friendship between our peoples. I appeal to you to make efforts to understand that the Tibetan struggle for freedom is not only just; it is also not anti-Chinese. Help us find a peaceful, lasting solution to the issue of Tibet through dialogue in the spirit of understanding and accommodation. Over the years, many Chinese scholars and intellectuals have spoken out. I believe many Chinese who know the truth about Tibet, its culture, and its people will come out when they are able to express their true feelings without fear of reprisals. Protecting Tibet is a matter important also to the very heart of China itself. I want to share with you that for me, like for so many across the world, one sad thing is that the amazing economic liberalization of China was not matched with progress in respect for human rights and democratic freedom for your people.
