中国:作家张林绝食抗议在牢里遭受虐待,健康堪忧

国际笔会狱中作家委员会严重关切作家张林的安危,自9月4日起,为抗议对他的判决以及在牢里所遭受的虐待,张林一直在绝食。据说他曾被送进医院,身体非常虚弱。张林因其异议作品于2005年7月28日被判处5年监禁。

根据笔会信息, 2005年1月27日,异议作家、民主倡导者张林在中国东南部的安徽省蚌埠市火车站被捕,当时,他刚从北京回来。他原计划去那里悼念2005年1月17日去世的已故改革派政治家、前共产党领袖赵紫阳,但当局不予允许张林参加悼念赵紫阳的活动,并强制他回蚌埠。他因一次电台采访和六篇他贴在海外新闻网站上的批评当局的文章而受到“煽动颠覆“的指控。在受到指控的文章中,据信其中有关于下岗工人示威以及关于官员腐败案例的文章。2005年7月28日,安徽中级人民法院宣布张林有罪,判决5年监禁。为了减少张林提出上诉的机会,当时没有正式宣布判决,直到8月2日才向他的律师宣布,但张林还是提出了上诉。

自从张林被监禁后,据报道他一直受到虐待,其中包括长时间强迫劳动,限制他与妻子的信件往来,并不准他接触新闻和书写材料。9月4日,他开始绝食抗议,据说曾被送进医院做身体检查,但没有做必要的治疗。据说,他被强迫灌食牛奶,身体已相当虚弱。

张林是安徽省蚌埠市人,多年来积极投入民主运动,写了大量关注中国政治和人权问题的文章。因为他的政治行为,张林曾反复多次地被投入监狱。

请发出呼吁

——抗议对异议作家张林的判决,并根据中国1998年已成为签约者之一的《公民权利和政治权利国际公约》第19条,呼吁立即无条件释放他。

——表达对张林据传在牢里所遭受到的虐待的严重关切,强烈呼吁在他被拘押期间,尊重他的基本权利,充分准许他与家人见面,以及一切必要的治疗。

鼓励各笔会中心接纳张林为荣誉会员。

CHINA: Writer Zhang Lin on hunger strike to protest harsh treatment in prison; health concerns.

The Writers in Prison Committee of International PEN is seriously concerned for the well-being of writer Zhang Lin, who has been on hunger strike since 4 September in protest against his sentence and harsh treatment in prison. He is said to have been hospitalised and to be very weak. Zhang Lin was sentenced to five years imprisonment on 28 July 2005 for his dissident writings.

According to PEN's information, dissident writer and pro-democracy advocate Zhang Lin was arrested on 27 January 2005 at Bangbu City railway station in Anhui Province, south-eastern China. At the time of his arrest he had just returned from Beijing where he had planned to pay his respects to the late Zhao Ziyang, a reformist politician and former不过去Communist Party leader who had died on 17 January 2005. Zhang Lin was not permitted to take part in the mourning for Zhao Ziyang and was forced by the authorities to return to Bangbu. He was charged with 'inciting subversion' for a radio interview and six articles critical of the authorities which he posted on overseas news Websites. The writings for which he was charged are believed to include essays about protests by unemployed workers and cases of official corruption. Zhang Lin was convicted by the Anhui Intemediate People's Court on 28 July 2005 and sentenced to five years in prison. The verdict was not formally announced, even to his lawyer, until 2 August, significantly reducing Zhang Lin's opportunity to appeal his conviction. He has nevertheless filed an appeal.

Since his imprisonment Zhang Lin has reportedly suffered harsh treatment, including long hours of forced labour, limited access to exchanges of mail with his wife, and denial of access to news and writing materials. He began a hunger strike on 4 September in protest, and is said to have been hospitalised for medical checks but to be denied necessary medical treatment. He is thought to be force-fed with milk, and is said to be very weak.

Zhang Lin is from Bangbu, Anhui Province. He has been active as a pro-democracy advocate for many years and has written numerous essays on politics and human rights issues focussing on China. He has been repeatedly imprisoned for his political activities.

Please send appeals:

- protesting the sentence against dissident writer Zhang Lin and calling for his immediate and unconditional release in accordance with Article 19 of the International Covenant on Civil and Political Rights, to which China became a signatory in 1998;

- expressing serious concern about the reported harsh treatment that Zhang Lin has suffered in prison, and urging that whilst detained his basic rights are respected and that he is granted full access to his family and any necessary medical care.

PEN Centres are encouraged to adopt Zhang Lin as an honorary member.
