致加拿大总理哈珀的公开信
尊敬的总理先生阁下:
值此总理阁下前往澳大利亚出席亚太经合会议(APEC )之际,我们预祝总理阁下此行取得圆满成功!
在去年越南举行的亚太经合会议上,总理先生发表了坚守加拿大基本价值观,不以自由、民主和人权向中国换取经济利益的谈话,表现了总理先生作为一个富有远见卓识并坚守理想主义情怀的政治家风范,赢得了加拿大人民的赞赏,更赢得了追求中国民主化的中国人民的尊敬和感佩。
我们知道,冷战结束以来,中国成为了世界上最大的专制国家。中国的经济崛起,强化了专制主义的力量,有着世界五分之一人口的中国人生活在专制制度的奴役之下,是世界和平的最大隐忧。因此,促进中国社会的和平的民主转型,帮助中国人民实现民主化,顺应世界民主潮流,不仅符合全中国人民的利益,也符合全世界爱好和平与民主人民的长远利益,也是包括加拿大人民在内的全世界爱好和平与民主人民的责无旁贷的道义责任。
即将在明年举行的2008 北京奥运会,既是中共政权向全世界展示民族团结和国力的时机,也是世界民主力量迫使中国政府实现和平转型的良好契机。1936 年的纳粹柏林奥运会,成了希特勒政权煽起日耳曼民族主义狂热,向世界展示纳粹政权国力的一次运动会,最终德国人民被拖入希特勒战车,给世界带来了一场浩劫;而 1988 年的汉城奥运会,韩国实现了全国的和解,走上了民主转型的道路,使这次奥运会成为了一个国家的历史转机。历史的经验值得我们记取。我们希望全世界的民主力量,关注中国的民主化,共同努力,造成强大的舆论压力,使明年的北京奥运会,成为启动中国民主化的历史转捩。
在此,我们请求总理先生在亚太经合会议上,向中国政府及其领导人,提出以下要求:
1,立即停止迫害中国的民主和维权人士,停止迫害基督教、天主教、法轮功等宗教和信仰组织;
2,立即释放包括王炳章先生在内的中国所有政治犯;
3,允许流亡海外的中国民主人士回国探亲、旅游和观看奥运会;
4,停止对互联网的封锁和监控,停止舆论和信息封锁;
5,加强对出口产品的检测,杜绝有害有毒产品流向国际社会。
我们相信,一个高扬人道主义旗帜的世界民主力量的共同努力,一定会催生出一个民主化的新中国。

OPEN LETTER TO

Dear Prime Minister,
As Your Honor is preparing to head for Australia for the APEC meeting, we would like to take the opportunity to sincerely hope that your trip will be a great success.
Last year, at the APEC conference held in Vietnam, Your Honor, Mr. Prime Minister, made a speech expressing your firm commitment to the basic Canadian values, and refusing to trade freedom, democracy and human rights for economic benefits with China. Your speech showed your statesmanship full of extraordinary foresight and idealism. Not only did it receive warm praises from Canadians, but also earned respect and admiration from all the Chinese people that long for democracy in China.
As we know, since the end of the Cold War, China has become the biggest totalitarian state in the world. The rise of Chinese economy reinforces the totalitarianism force, and the Chinese people that accounts for one fifth of the world population are now enslaved under the rule of a totalitarian system. This fact has now become the biggest concern to world peace. Therefore, it is to the best interest of all Chinese people as well as those who love peace and democracy to promote a peaceful democratic transition in the Chinese society and help the Chinese people achieve democratization following the global democratic trends. It is also the moral responsibilities of the people in the world who love peace and democracy, including we Canadian people.
Next year the 2008 Beijing Olympics will be held. It is an opportunity for the Chinese communist regime to show off to the world its national unity and power. As well, it is a good opportunity for the global democratic forces to pressure the Chinese government to realize a peaceful transition. The Berlin Olympics held by the Nazis in 1936 became a game for the Hitler's regime to ignite Norman nationalism fever and show off to the world of the Nazi regime's national power which eventually tied the German people onto Hitler's war machine and brought to the world a catastrophe. The Seoul Olympics held in 1988, as another lesson to be learned from the past, witnessed the South Koreans reach a national reconciliation and step onto the road of democratization. The incident became a historic turning point for the country. Historical experiences deserve our memorial attention. We hope that the democratic forces of the whole world will pay attention to China's democratization and all nations will work together to form a powerful pressure so that the 2008 Beijing Olympics would become a historical turning point that helps China embark its journey on democratization.
Therefore, we hereby sincerely ask Mr. Prime Minister to make the following demands to the Chinese government and its leaders at the APEC conference to:
1. immediately stop the persecution of Chinese democratic and human rights activists, and stop the persecution of religious and belief groups including Christians, Catholics, Falun Gong, and so on.
2. immediately release all the political prisoners including Dr. Wang Bingzhang;
3. allow overseas Chinese democracy activists in-exile to return homeland for a visit, a tour, and watch the Olympic games;
4. stop blocking and monitoring internet and stop blocking the flow of information and media;
5. strengthen the inspection and examination on exporting products and completely prohibit harmful and hazardous products from going into international society.
We believe that the joint effort of the world's democratic forces under the flag of humanitarianism will produce a democratic new China.
The Federation for a Democratic China (FDC) was founded on 22nd September 1989 in Paris, France. It is the biggest Chinese political opposition with branches in many countries as well as in Mainland China. FDC Canada was founded on April 1990 in Toronto. It has been a very active organization to promote human rights and democracy in China and Chinese communities since then.
