Chinese Activist Puts Hope in Rudd

MARK COLVIN: In the early 1980s during the Prime Minister's days as a
student at the Australian National University, Kevin Rudd wrote his
honours thesis on a Chinese dissident and democracy advocate, Wei
Jingsheng.

Mr Jingsheng had been convicted in 1979 of "counter revolution", and
jailed for 15 years. He was eventually deported to the US where he's
now the President of the Overseas Chinese Democracy Coalition, based in
Washington.

Wei Jingsheng has told PM that he's putting a lot of hope in Prime
Minister Rudd to help tackle reported human rights abuses in Tibet.

Rachael Brown reports.

RACHAEL BROWN: In 1978, a long brick wall in Beijing's Xicheng district
became the focus of China's democracy movement and would later be known
as Beijing's democracy wall.

Dissidents scrawled writings and stuck posters on the wall, but Wei
Jingsheng went further than most, brazenly signing his name and address
on a poster that espoused that without democracy, China could not truly
modernise.

His sentencing for "counter revolution" caught the attention of a young
student Kevin Rudd, whose concern about human rights abuses prompted
him to write a thesis on the Chinese dissident.

More than two decades on, Wei Jingsheng thinks the now Prime Minister
Kevin Rudd should use similar passion to cause international waves.

WEI JINGSHENG (translated): I think Mr Rudd not only he's very
knowledgeable about China, he speaks very good Chinese. He also have a
very rich international relationship experience. He should be able to
make a convincing persuasion to the Chinese Government.

He seems to only touch on the Tibetan issue from a personal moral and
without really in depth touch from the international politics point of
view. As an important politician in the western world he should help
the Chinese politicians to analysing the situation, to help and guide
the Chinese Government to make a rational decision.

I think that decision will not only be good for the Chinese people, be
good for the benefit of the Chinese Government as well as will be good
for Australia.

RACHAEL BROWN: The Chinese Government has already expressed serious
concerns about Mr Rudd's comments last week about human rights abuses
in Tibet. It's reported Chinese officials believe Mr Rudd has ignored
Tibetan attacks on the Chinese. So wouldn't the Government be equally
as sensitive were Mr Rudd to repeat his comments?

WEI JINGSHENG (translated): When the Chinese officials fall into a
fanatic mood it is difficult for them to listen to you. However for
your own sake and for the benefit of the Tibetans and Australians and
the Chinese, you must continue to speak of the truth.

RACHAEL BROWN: Wei Jingsheng is urging Mr Rudd to apply international
pressure to ensure that in August, the world sees China for what it
really is.

WEI JINGSHENG (translated): If the Chinese Government did hold the
Olympic Games successful this time it will be continued disaster for
the Chinese people. This case will be just like Nazi Germany back in
1936. When they will succeed they will feel so proud and they will
further their suppression to the people.

However in reality this Olympics has received strong protest both
internationally and from Chinese people inside of China. When this
glass house is shattered the Chinese Government will be in a very
embarrassing situation.

By that time the Chinese people and the people of the world will find
out that the Chinese Government is really not that strong and big after
all. As a matter of fact the Chinese Government is very weak so this is
a good matter for China to walk towards democracy.

MARK COLVIN: The Chinese dissident and pro-democracy advocate Wei
Jingsheng was speaking to Rachael Brown through a translator there.

 COLVIN):1980年代初,(现任澳大利亚总理)陆克
文当年还是澳大利亚国立大学的学生时,所写的获奖学位论文的题目就是:中国的持不同意
见者和民主倡导者 -- 魏京生。

1979年,魏京生被以"反革命"罪,判刑15年。后来又被递解出境,到了美国。目前,他是
总部设在华盛顿的
 "中国民主运动海外联席会议"主席。

魏京生告诉我们,他对现任澳大利亚总理陆克文寄予很多的期望,希望他努力帮助遏止被报
道的西藏人权受践踏的问题。

以下为澳大利亚广播公司记者蕾切尔.布朗(RACHAEL
 BROWN)的报道。

蕾切尔.布朗:1978年,北京西城区的一道长砖墙成为中国民主运动的焦点,也就是后来
所称的"民主墙"。

持不同意见的人们往墙上涂写标语或贴大字报。但是魏京生与众不同的是,他在一张大字报
中呼喊:没有民主,就没有真正的现代化,并且斗胆地签下他真实的名字和地址。

魏京生因"反革命"而被判刑。这件事引起了一个叫陆克文的年轻学生的注意。出于对人权
问题的关注,陆克文以这位中国异议人士为题材,写出学位论文。

20多年过去了,魏京生认为,眼下已经是澳大利亚总理的陆克文先生,应该以类似当年的
激情,来唤起国际的风暴。

魏京生:我认为,陆克文先生作为一个对中国非常了解的政治家,他应该帮助中国政府分析
形势,如何在奥运期间关注人权,避免与全世界抵触。陆克文先生对中国非常了解,他中文
讲也得很好,同时又有丰富的国际关系的经验。他应该能够作出有说服力的解说。帮助中国
政府更好地处理奥运,人权和西藏问题。

目前他只是一般性地提到了西藏问题,好像仅仅是关心个人的道德,而没有深入从国际政治
角度来进一步分析。实际上中国政府目前在奥运,西藏问题和人权上正在陷入一场和全世界
对抗的灾难。作为一个西方世界的重要政治家,陆克文总理应该帮助中国的政治家去分析这
个局势,帮助和引导中国政府作出比较理智的决定。

我想,这不但符合中国人民的利益,而且也符合中国政府的利益,也符合澳大利亚的利益。

蕾切尔.布朗:中国政府已经对陆克文总理在上周作的关于西藏人权侵犯的评论表示严重关
切。据报道说,中国官员认为陆克文先生忽略了藏人对汉人的攻击。假如陆克文先生重新提
起这个话题,会不回同等地引起中国政府的敏感?

魏京生:当中国政府的某些官员陷入狂热时,的确是难以交流,更难说服他们。但是,为了
大多数人民的利益,包括西藏人民,中国汉族人民,和澳大利亚人的利益,从个人的道德规
范,也要坚持说真话,坚持正义。

蕾切尔.布朗:魏京生在敦促陆克文先生施加国际压力,让全世界在今年8月看到中国的真
面目。

魏京生:如果中国政府在没有改善人权待遇的情形下成功举办了奥运会,那么对大多数中国
人将是持续性的灾难。就会像1936年的纳粹德国。当他们有任何的成功,他们都会肆无忌
惮,骄傲得意,从而加倍对中国人的镇压。

不过,这次的奥运会,从申办开始就已经遭到国际社会和来自中国国内的人民的强烈抗议。
当玻璃房被打碎的时候,中国政府就会非常难堪。

那时候,中国人和全世界的人就会看到,原来中国政府并不是那么强大。事实上,它是非常
的软弱。这是会有利于中国走向民主的。
