本月2日，藏人活动人士洛嘎让赞在纽约联合国总部外自焚身亡。他用极其惨烈的方式，抗议中共当局对西藏高压统治的升级。就在他自焚的前一天，也就是7月1日，中共正式实施了所谓的《民族团结进步促进法》。这部法律不仅强制推行普通话教学、企图抹除藏人的语言和文化认同，甚至还包含了“跨国镇压”的域外管辖条款，将迫害的触角伸向了海外。
在这样的高压下，西藏境内有无数为了保护自己语言、文化和信仰而被捕的良心犯。今天，我特别想向大家介绍一位令我非常钦佩的藏族良心犯——扎西文色（Tashi Wangchuk）。
扎西文色是一名藏语教育的和平倡导者。他试图通过中国法律框架来保护自己的母语，并讲述了藏族聚居区学校缺乏藏语教育的真实情况。然而，他却因此遭到中共当局的报复，被控以“煽动分裂国家罪”，并被重判五年有期徒刑。虽然他据报已经刑满出狱，但我们都知道，在中共的极权监控下，出狱往往只是走进了另一个“大监狱”，许多出狱的良心犯依然面临着严密的监视与基本人权的剥夺。
西藏的苦难不仅是区域性的悲剧，更是中共极权抹杀人类尊严的缩影。洛嘎让赞用生命化为火炬，试图唤醒国际社会的良知；扎西文色用五年的自由，为藏语教育敲响了警钟。
我们绝不能让他们的牺牲和苦难被遗忘。在此，我强烈要求中共当局释放所有在押的西藏政治犯和良心犯，并呼吁国际社会认清中共所谓“民族团结”背后的种族同化真相。
关注良心犯，就是关注我们自己的未来。

On the 2nd of this month, Tibetan activist Lhakar Rangzen tragically died by self- immolation outside the United Nations Headquarters in New York. He chose this devastating method to protest the Chinese Communist Party's (CCP) escalating and oppressive rule over Tibet. Just one day before his self-immolation, on July 1st, the CCP officially implemented the so-called Ethnic Unity and Progress Promotion Law. This legislation not only mandates Mandarin-only education in an attempt to erase Tibetan linguistic and cultural identity, but it also includes extraterritorial jurisdiction clauses for "transnational repression," extending the tentacles of its persecution overseas.
Under such intense oppression, countless prisoners of conscience within Tibet have been arrested simply for protecting their language, culture, and faith. Today, I particularly want to highlight a Tibetan prisoner of conscience whom I deeply admire: Tashi Wangchuk.
Tashi Wangchuk is a peaceful advocate for Tibetan language education. He attempted to protect his mother tongue through China's own legal framework, speaking out about the reality of the severe lack of Tibetan language education in schools across Tibetan-populated regions. However, the CCP authorities retaliated against him. He was charged with "inciting separatism" and unjustly sentenced to five years in prison. Although reports indicate he has completed his sentence and been released, we all know that under the CCP's totalitarian surveillance, leaving a cell often means stepping into a larger "open-air prison." Many released prisoners of conscience continue to endure intense monitoring and the deprivation of their basic human rights.
The suffering in Tibet is not merely a regional tragedy; it is a microcosm of the CCP's totalitarian campaign to obliterate human dignity. Lhakar Rangzen turned his life into a torch in a desperate bid to awaken the conscience of the international community; Tashi Wangchuk sacrificed five years of his freedom to sound the alarm for Tibetan language education.
We must never allow their sacrifices and suffering to be forgotten. Here, I strongly urge the CCP authorities to immediately release all detained Tibetan political prisoners and prisoners of conscience, and I call upon the international community to recognize the brutal reality of ethnic assimilation hidden behind the CCP’s facade of "ethnic unity."
Advocating for prisoners of conscience is advocating for our own future.
